RioNuevo was established in 1999 by the AZ Legislature. It is a Tax Increment Finance (TIF) district whose charter is to invest in the betterment of its primary component, the Tucson Convention Center and surroundings, not to exceed the boundaries of the District.  RioNuevo is funded with approximately ½ of the State portion of sales tax collected within the District.  The District includes the major part of downtown plus Broadway Blvd, extending to Wilmot Ave., including El Con and Park Place Mall. For every dollar RioNuevo has invested, nearly $10 has been invested by the private sector, leveraging funds 10-1.  A few developments that have occurred or are occurring include:

  • $9m invested in the TCC arena, resulting in the presence of the very successful Tucson Roadrunners Hockey team and The Sugar Skulls Indoor Football.  It also allows the TCC to attract large shows to the venue.
  • Played large role bringing Caterpillar to Tucson
  • Marriott Hotel downtown
  • Hilton Hotel at Cathedral Square
  • Doubletree Hotel at TCC
  • Two parking garages at TCC
  • Mercado Annex and Bautista Apartments
  • $65m renovation of the TCC, Music Hall, Leo Rich, and Eckbo Gardens
  • Sunshine Mile redevelopment of historic properties
  • El Presidio Historic District improvement/activation

Tom Heath has been originating home loans for 20 years. Over his career he’s done more than helping people buy and refinance real estate, he’s an active promoter of financial literacy in the community, a resource for informationaboutTucson’s Urban Development, and an advocate for local businesses. Tom currently serves on the Executive Board for the Downtown Tucson Partnership and Board of Directors for the Tucson Association of REALTORS ®. He also sits on steering committees for the Tucson Festival of BooksandLocal First

He’s held roles with Arizona Mortgage Lenders Association, ArizonaAssociation of Mortgage Professionals where de lobbied the state legislature encouraging them to adopt loan officer licensing requirements–before the big real estate crash. He has served on Mayor and Council’s Affordable HousingCommission and is still involved with the effort to bring homeownership opportunities to Downtown Tucson.
In 2017 Tom launched a radio show and podcast-Life Along the Street car-to focus on social, cultural, and economic impacts in the urban core. In 2018 he co-founded Tucson Trolley Tours providing guided tours of the area from A Mountain to U Arizona.

Zach Yentzer has been intentional to serve the community at the intersection of a neighborhood, business, and community development. He is the Executive Director of Tucson Young Professionals, an organization that works to retain, promote, and attract Young Professionals. In 2019 he was named the 40 Under 40 Man of the Year by the Hispanic Chamber of Commerce and Arizona Daily Star.
